More importantly a FWS may save human lives when properly designed and operated. This paper describes a FWS implemented since 1977 in metropolitan Sao Paulo, Brazil. The system has a telemetry network of raingauges and river stage sensors connected to remote stations which send information to a central microcomputer. In this central microcomputer a mathematical model processes the information and produces forecasts of river flows.
