Within a small area, most, if not all, factors affecting lifelines in earthquake are present in a city and region of manageable size. Two important restrictions on the scope of the review were to prove vital in keeping work to manageable and comprehensible limits. These were: 1/ the specific aspects of Wellington region's lifelines were to be addressed with little or no attempt to generalize or draw parallels with lifelines in other cities; 2/ the focus was on vulnerability and engineering mitigation measures, as distinct from civil defence preparedness.
