Subject: This report offers hazard mitigation recommendations and guidance for Federal, Republic of the Marshall Islands (RMI) and local officials to reduce vulnerability to typhoon/tropical storm damage as it exists not only on the declared atolls and islands, but throughout RMI. The report's recommendations and guidance are derived from two principal sources: The assessment of damages and their causes conducted by the Hazard Mitigation Survey Team; and, A comparative review of issues identified in the Hazard Mitigation Survey Team Report prepared in response to Tropical Storm Roy (FEMA-809-DR-MH) which occured on January 16, 1988. The primary objectives of this report are to: Indentify tropical storm mitigation actions to be applied to the immediate, intermediate, and long-term recovery, repair, and reconstruction activities within the affected area; Evaluate existing and proposed authorities, programs and policies for effective implementation of tropical storm hazard mitigation in RMI; Analyze tropical storm hazards in the declared islands to be used as the basis for identifying comparable "at risk" areas of RMI; Assess affected local government's emergency response capabilities; and, Identify tropical storm hazard mitigation measures to be implemented not only in the declared atolls and islands, but for other similarly hazardous areas throughout RMI. The body of this report transmits the Hazard Mitigation Survey Team's concerns and recommendations to the Federal Emergency Management Agency (FEMA) Regional Director, the President's Authorized Representative, local government, and other Republic and Federal agencies having interests in the affected area
