Emergency response concept plan for Pine Bluff arsenal and vicinity.

By: Contributor(s): Material type: TextTextLanguage: ENG Publication details: OCT 1989Description: 94p., 5 appendices, 9 figs, 12 tables, 23 refsReport number: DE-AC05-84OR21400; DE90-004360; ORNL/TM-11092Subject: This concept plan provides a framework for initiating an emergency management program for the unitary chemical stockpile at Pine Bluff Arsenal (PBA). It develops information and methodologies that bear on two major decisons for such a program - determining emergency planning zones and selecting protective action strategies. These decisons are based on the hazards posed by the PDA stockpile and its disposal. A conceptually simple methodology for determining Emergency Planning Zone (EPZ) boundaries is developed and applied to the PDA stockpile, and a recommended EPZ and set of boundaries are identified. The report identifies the advantages and disadvantages of six categories of protective actions - ie. evacuation, in-place sheltering, respiratory protection, protective clothing, prophylactic drugs, and antidotes - and various options among these categories
