It develops information and methodologies that bear on two major decisons for such a program - determining emergency planning zones and selecting protective action strategies. These decisons are based on the hazards posed by the UMDA stockpile and its disposal. A conceptually simple methodology for determining emergency planning zone (EPZ) boundaries is developed and applied to the UMDA stockpile, and a recommended EPZ and set of boundaries are identified. The report identifies the advantages and disadvantages of six categories of protective actions - ie. evacuation, in-place sheltering, respiratory protection, protective clothing, prophylactic drugs, and antidotes - and various options among these categories.
