This paper stresses two points about local flood warning systems. First the system must be integrated. Secondly, an outline of some of the organizational characteristics which include experience, networks, communication, decision-making and everyday disaster tasks overlap. By focusing upon experience and by improving social networks among emergency managment personnel, local emergency preparedness can be inexpensively improved.
