From 1st June 1990, member states of the European Communities have a mandatory obligation to ensure appropriate structures, processes and controls are in place to provide information to persons liable to be affected by major accident hazards of certain industrial activities. The Amended Article 8 of the Directive states that information on safety measures and the correct behaviour to adopt in the case of an accident must be supplied actively to people who could be affected. This executive summary is concerned with reporting on the workshop process and outcomes of broad interest pertinent to the development of practical guidelines on communicating with the public about major accident hazards. Key issues in developing a practical guide are guidelines on an EC code of good practice, policy objectives, institutional arrangements, understanding the public's information needs, design and dissemination of information, information content, and evaluation of campaigns and public responses.
