Subject: It is the purpose of this position paper, to look at the issue of evacuation in a global sense rather than a specific aspects of the subject. In considering evacuation two broad issues need to be addressed. Firstly, what powers do the emergency services in Victoria have to evacuate people; and secondly, do these powers and current planning pre-requisities adequately address the community need?
