One general conclusion reached was that prior to the Newcastle earthquake there was a common perception that in many parts of Australia, including the most densely populated areas, the earthquake risk was insignificant. The Newcastle earthquake has demonstrated that earthquakes can occur anywhere and planning needs to recognise this. In the case of normal buildings on firm ground, the risk may be deemed too low for special measures to be taken in their construction
