Although detailed evaluation of the dissemination of warnings to the public is beyond the scope of this study, this aspect is addressed broadly in order to establish practicable evacuation times and in determining the recommended physical termination points of alarm signals. When practicable evacuation times are set in the context of achievable warning times corresponding to various options, a measure of the effectiveness of these options for flood warning can be established, leading to the recommended approach contained in this report.
