The International Commission On Large Dams (ICOLD) is giving special consideration to safety aspects and has established a Technical Committee on Dam Safety. Eighteen countries, including Australia, are represented on that Committee, and ICOLD's concern with safety matters has been taken up by most National committees, including the Australian National Committee On Large Dams (ANCOLD). Some of the most important developments in recent years affecting the design of dams have been in the science of meteorology and in its application to flood hydrology. Adequate spillway capacity is a fundamental safety requirement for all dams. Design flood estimates cannot themselves ensure a safe dam. A number of other natural phenomena and structural features must also be considered. The present guidelines do not attempt to provide guidance on the many other design considerations involved, but they do endeavour to draw attention to those factors, to present broad philosophical approaches and to provide some reference to appropriate publications
