Subject: The existing State Emergency Services and the Johnstone Shire Council had Emergency Counter Disaster Plans which they operated throughout the cyclone. As is usual with events of this type it was found that there were aspects of these plans and operations which could be improved upon and many comments and suggestions on how this could be done. This report is intended to capture many of these suggestions in order to assist a community in preparing its own counter disaster plan.
