There is considerable pressure on political leaders and public health officials to take action to control communicable diseases in the aftermath of a disaster. Frequently, this pressure is instinctive rather than being based on the facts of the situation. In the period 1970-1985 in a series of twenty eight natural disasters world-wide, outbreaks of disease were observed on only four occasions. Nevertheless, many disasters contain elements which can contribute to transmission of disease and the post-disaster management process should include the establishment of a disease surveillance mechanism and appropriate sanitary and medical measures.
