This may be done through an orderly exploration, or "comprehensive emergency management review," of what those resources are and how they interact. Materials included in this guide were developed and tested in 15 pilot states: Arizona, Colorado, Florida, Iowa, Maryland, Minnesota, Missouri, New Hampshire, New Mexico, New York, Pennsylvania, Texas, Utah, Washington and West Virginia. This guide is based on these states' review experiences. It also excerpts some of the useful reports, plans, proposals and legislation initiated by states as a result of their reviews
