A scenario incorporating the impacts of and immediate responses to an earthquake of magnitude 8.3 on the Richter scale in the San Francisco Bay Area was developed to provide the basis for identifying and classifying these issues. The many entities that would need to participate in issue resolution or in the implementation of decisions made were also identified and categorised to facilitate the issue analysis. Within the framework of the scenario and the issue categorization, a simulation exercise was prepared. It is designed to test the interactions of federal, state, and local governments, quasi-public organisations, private-sector companies, and individuals in resolving the major issues and mobilizing the available resources for the reconstruction effort
