The main aims of the report are: to set the effects of the cyclone into the context of a distinctive region, with its own traditions, ways of life and social and economic structures; to provide an understanding of the experience of those who endured it, what they thought and felt about it at that time and in retrospect; to analyse what has happened since, particularly in relation to economic and social consequences that arose, with particular studies of some groups, to consider what the implications of the experience are for disaster preparedness and response, and the organisational structures that are or may be involved with it; to examine issues such as insuring against loss, public education and awareness, and effective communication in the light of lessons from the cyclone, and finally to look at the need for action and what may be feasible and desirable
