A framework for management for natural disasters.

This work was not done as part of the regular research program of the Disaster Research Center, but primarily as a thesis to meet the requirements of a degree in Public Administration.

The ultimate objective of the study is to assist in the foundation of appropriate policy and administrative measures. An integrated approach to managing natural disasters was conceived that emphasised mitigation and preparedness measures. These concepts and social science findings form the foundations of the framework. The study examines issues concerned with major activity groups related to natural disasters. The study also provides necessary insights into overall linkages, dependancies, and constraints that determine the scope of policy and administrative options. It is only through such a perspective that a holistic and comprehensive policy can be adopted, a policy that will then effectively address the issues in a concerted manner
