Useful social science research results were not being transmitted to local hazard managers, planners, and other officials who needed such information. To meet this and other identified needs, in 1975 members of the Institute of Behavioral Science at the University of Colorado founded the Natural Hazards Research and Applications Information Center. The Center has acted as a clearing-house of hazards-related information for persons both within the U.S. and abroad. The Center's history and experience identify both successful approaches and serious problems involved in communication to mitigate disasters. The problems range from the persistent large gap that remains between researchers and practitioners, to larger questions of how to incorporate new technologies, synthesize information, communicate effectively, and actually effect change
