Generally the policy accepted is to discourage evacuation in a fire situation in favour of "staying-put" - given appropriate fire prevention and preparedness measures. The article stresses that some degree of evacuation (precautionary and voluntary) is inevitable. The major problems that can be expected to ensue in the dispersion of the community are discussed. The options available relate to perceptions of the nature of the risk and cost-effective methods of coping with that risk
