Three phases of engineering activity are identified in any study of mitigating the effects of natural hazards. These are: the pre-hazard phase, hazard phase and post-hazard phase. The paper draws attention to the need for an inter-disciplinary systems approach in providing for the safety of any community subjected to an extreme natural hazard
