The Seminar was organised by the United Nations Economic and Social Commision for Asia and the Pacific (ESCAP) in co-operation with the Government of Japan. The World Meteorological Organisation (WMO) and the League of Red Cross Societies (LRCS).

The seminar was divided into three parts. The first consisted of lecture sessions interspersed with group work, and the presentation of country papers. The second part covered a three day study tour to sites of interest in the Nagoya-Osaka area.
