Subject: The report makes several recommendations and criticisms of the disaster responses. Most, if not all, of the criticisms could have been avoided if adequate preparedness measures had been taken before the disaster. Co-ordination of relief action in the full sense was impossible through lack of communication; UNDRO were not kept informed, and the absence of a local centre where all could agree on the particular needs and whose responsibility those needs were, hampered the rescuers
