Four political-geographical levels of organizational response were involved in the flood preparations: 1) federal, 2) provincial, 3) metropolitan, 4) municipal. Governmental agencies and departments at both the federal and provincial level became involved, as did organizations from Greater Metropolitan Winnipeg. In addition, the rural municipalities along the Red River south of Winnipeg were assisting in preparations. In summary, it was found that, compared with similar situations studied by DRC in both the United States and in other countries, the flood preparations in southern Manitoba during the spring of 1969 generally surpassed those undertaken in other communities
