Four political-geographical levels of organizational response were involved in the flood preparations: 1) federal, 2) provincial, 3) metropolitan, 4) municipal. Governmental agencies and departments at both the federal and provincial level became involved, as did organizations from Greater Metropolitan Winnipeg. In addition, the rural municipalities along the Red River south of Winnipeg were assisting in preparations.
