This caused the rupture of the common bulkhead between that tank and the engine room, allowing flame and oil to spill into the engine room. 76 persons working on board the vessel were killed and 69 others injured. This report covers the findings of the Inquiry on the circumstances leading to the explosion and fire, their nature and cause, and the recommendatisons on various aspects of safety governing the repair of vessels. Observations on contraventions of the law are dealt with separately and the opinions expressed are those of the Senior District Judge
