Four Corners program on the Ash Wednesday fires on February 16 1983, when 79 lives were lost. The program questions the effectiveness of the State Disaster Plan, in particular the lack of a controller. Under DISPLAN there is a co-ordinator, but no overall controller. Many experts believe that, due to the lack of an overall controller, Victoria was operating at stage 2 rather than stage 3 of the State Disaster Plan. Even if DISPLAN were changed to include a controller, he/she cannot control anything without reliable communication.
