It developed from a wave disturbance that moved into the eastern Atlantic from the west coast of North Africa. A hurricane watch was issued at 6am 3 August for Barbados, St Lucia, St Vincent, Dominica, Grenada and its dependencies when the storm, now named Allen, was 480 kilometres east of Barbados and advancing west at 32 km/h. Its further track across the Caribbean and the Gulf of Mexico left a trail of damage in Barbados, St Lucia, Jamaica and Haiti. The magnitude and intensity of the storm were such that it offered many opportunities for deriving valuable information for a post-impact survey
