Victims and helpers, 1974 floods in the Moreton Region: a working paper.

Images of the roles of victim and helper are dealt with in the present paper and it is argued that: population affected by the onset of a natural hazard is not confined to the geographical area of impact; that the needs of helpers as well as those of victims will have to be satisfied to the extent that either set of needs remains unsatisfied an abnormal social environment will continue to exist. Data collected after the floods in the Moreton Region in 1974 is used to illustrate the argument
