The need for this review appears to have arisen because of the emergence of some stress between the funding agency, ADAB, and AODRO management on issues related to the scope of AODRO's activities. The Review team formed the overall view that a technically highly efficient operation has been established, with considerable potential for extending its activities beyond the disaster response immediately required. The Team strongly suggest a closer working relationship between AODRO and the Natural Disasters Organisation (NDO) to avoid duplication of effort in planning, management training and research. Both have distinct responsibilities but in the interests of economy and effective co-operation in emergency situations, a more effective inter-relationship must be developed
