As described, the 1963 Vaiont Dam overflow in Italy devastated the town of Longarone and surrounding hamlets, killing most of the inhabitants and literally sweeping away much of the material structure and natural features of the community. However, there were residents of the area who survived, and the physical setting could neither be abandoned or ignored. What extra-community organizations did and how they responded to this situation is described and analyzed in this paper
