Subject: This report contains two separate accounts of the same storm: one about how it affected the Niagara region, the other about its impact on Prince Edward County. The reports were compiled by two separate teams, working under different conditions. The study is descriptive in intent, and is not tied to other research findings. The data on both areas suggests emergency planning is essential. Without it, events are not dealt with in a co-ordinated effective manner
