The underlying theory of disaster mitigation is that society can act so as to minimize the sum of impact costs plus costs of mitigation measures. A conventional classification of disaster mitigation measures is presented including land use (environmental) planning. Components of land use planning include land use controls (e.g. zoning), project impact assessment, public land management planning and performance standards to which proposed land uses must conform .550.
