This Spontaneous volunteer management in disasters toolkit aims to enable emergency services operational staff to best utilise spontaneous volunteers by facilitating their efficient and effective registration, screening, training, briefing and fieldwork. The toolkit provides basic operational resources as well as structural guidelines for the development of a preparatory organisational sub-plan for spontaneous volunteer management. The toolkit is designed for the use of regional and national co-ordinators, local team leaders and community agencies who are involved in "recruiting, deploying, managing and debriefing disaster response operations using spontaneous volunteers." Spontaneous volunteers are individuals or groups who arrive unsolicited at a disaster to volunteer their services. They may or may not have experience.
