Concepts of liability are changing rapidly as community expectations shift and technical knowledge expands. Recent developments have reminded those involved in such areas as giving flood related advice and dam maintenance of their potential liability, while those working in areas such as flood warnings have been alerted to the possible problems. Examines the issues and serves three main functions: 1. to show that a knowledge of the law is vital when working on problems associated with potential dam failures, warnings, and risk mapping; 2. to show that the law is a flexible tool to positively aid in resolving these problems; and 3. to explain that the present law is flawed and new legal and administrative responses may be necessary to cope with expanding concepts of liability.
